Because doctors need to be trained. Teach differently, in accordance with the world standards of evidence-based medicine. And not as they teach us now. We have several times more doctors than is required for the country with our population, and the efficiency of their work is at an extremely low level. Because the competence is weak. Because the overwhelming majority of doctors work at the level of the last century. Because we still have very poorly mastered modern diagnostic techniques, a low percentage of implementation of treatment protocols, a shortage of real and not formal general practitioners.

How to solve the problem? There is not enough money to buy as many foreign doctors as necessary, and we will not learn our own soon. Wait and not deviate from the path of reforming medical education according to the Western type.

Because doctors (as well as workers in culture, science, education) are a very safe and unnecessary category of state employees for the authorities. Those in power are treated abroad or separate hospitals have been built for them. In case of infringement of rights, doctors will not take up arms, will not organize and will not go to the Kremlin, will not entail the people and will not turn over cars and burn tires. And they will quietly work for themselves and boo under their breath: "What bastards are these officials - it's a pity that Putin doesn't know about this yet ... I wish I could get through to his hotline - if only he would arrange ...". The maximum that doctors are capable of is to go on a quiet hunger strike. Nothing depends on them. Therefore, a thick bolt is put on medicine. In the future, it will continue to degrade and decline. The way out is to reject free medicine and switch to paid or normal insurance.

Cops, riot police, FSB officers, military, officials of various levels, judges are dangerous and necessary for the authorities state employees. Therefore, they are fed and taken care of by it (high salaries, good benefits, certain laws - for example, an attack on a police officer on duty, immunity of deputies). Indeed, in case of infringement of their rights, these guys: they will cease to oppress the people in the event of social unrest and can take the side of the people, they can become disloyal and shake the established vertical of power, they can take up arms, they can be judged by the law, and not by the call.
