Because the state stupidly does not need problems and extra hemorrhoids on the head. You can be hypocritical as much as you like, arguing that these norms are aimed at protecting childhood and protecting the health of citizens (as enshrined in the collection of fairy tales entitled "The Constitution of the Russian Federation"), but in fact the authorities wanted to spit on childhood and people's health. / p>

The first large monument of domestic legislation - Russian Truth - did not arise because the Grand Duke of Kiev suddenly took the initiative to regulate social relations and thereby contribute to improving the life of the people. The prince at that time (and this was exactly a thousand years ago) performed mainly military functions, and he did not care much that some usurers, like today's microfinance organizations, give money at huge interest rates, and then, due to non-payment, turn the debtors into actual slavery ... And so it was until an uprising broke out in Kiev, and then the prince had to fix the upper ceiling of these percentages, so that the show program would not be repeated for an encore. For a thousand years, the legislator's logic in this regard has not gone far: the state regulates only those relations that, without the intervention of the authorities, can turn into social tension at best, and at worst threaten stability, bonds and the constitutional order of the country.

Any the disease is easier to prevent than to cure: on the one hand, people at the top are well aware that the norm on preventing the consumption (drinking) of alcoholic beverages by minors is dead, because in Russia it is difficult to find a person who has not taken a drop in his mouth until the age of 18. But what will happen if this rate is cut? Children and adolescents are more susceptible to alcoholization than adults, so it will not take a few years before the country will receive an army of young people suffering from chronic alcoholism, which is therefore called chronic because it cannot be cured - you can only achieve remission. And the state will have to deal with the consequences - to increase the volume of drug treatment, which even now does not differ in special quality, to try to lower the crime rate, which will inevitably increase ... Whether it will cope with this is a big question, especially if we consider that even in the current situation affairs, his policy in this area is ineffective. Hence the rule prohibiting retail sales of booze at night: according to statistics, it is at this time that the number of crimes committed in a drunken shop increases. Of course, it is easier to act on the principle of "Lord, burn and forbid" than to analyze in more detail the causes of criminal behavior and fight them more systematically.

The state in general, from the high bell tower of Ivan the Great, on the personal life of the population: paraphrasing a well-known aphorism One alcoholism is a tragedy, but thousands are just statistics. But the authorities do not need dry statistics to suddenly turn into a real threat to the security of the country and the state system.

Sometimes it is necessary to sacrifice the interests of some for the interests of the majority. For example, people with epilepsy are prohibited from driving, although many of them may feel that they are about to have a seizure. In relation to them, this is extremely unfair, but useful for society.

In a state of intoxication, some comrades begin to behave extremely inadequately, become aggressive and dangerous. Such a measure, at least, will force them to buy alcohol in advance and stay at home, and not wander the streets in this state.

And, in general, any law is an interference with personal life, to one degree or another. For example, one person attacked another and killed him. What are we actually judging him for? Indeed, the strongest won the fight, and the whole evolution works according to this principle. But people are also people because they are trying to stop being animals, to stop living according to the laws of nature. Although this, however, is not very successful yet ...
