Don't get me wrong - people need help if they ask for it themselves. A person should be given a second chance, given the opportunity to break with a habit and all that. But this does not mean that a bunch of resources and funds should be thrown on him, taking them away from someone else.

Morons who did not know what they were doing - only a few (if there are any), the rest had enough information about the consequences. Well, ok, it happens to them badly. But after the first withdrawal in their life, they did not quit drugs, it means they are satisfied with it. And if they do not, then there are special medical institutions who help them to tie skillfully. Therefore, if you help anyone, then those people who of their own free will without persuasion went to such institutions. But there seem to be a bunch of programs to help such people, so they don't need any additional help here either.
