Intellectual abilities depend on the ability of the brain to analyze and use the accumulated information - it takes practice, and the processes in the brain cells do not affect it.

As far as I know, such methods of stimulating the cerebral cortex are tried on in the treatment of neurological, mental diseases and with the deterioration of neural connections of the brain.
