Yes, they can and without any reason - at their discretion. The signs have already been listed here, but this is for internal use. And these signs are very extensive and conditional.

However, the inspector may simply think that this person could be a drug addict (let's say the driver is all in tattoos, looks like some kind of informal or his number is 228). And no "name the reason for the stop" will help here: the reason is the suspicion that the driver is intoxicated. Even if these signs are strictly prescribed in the law so that the traffic police do not have the opportunity to pull every driver for examination, there will be no sense in it. Things like smell are impossible to detail. So here the inspector is in his right.

By the way, hemp is easily detected within 3 days from the moment of use. It is also said that if consumed regularly, then the detection time period increases. In some manual I read that it happens that it lasts up to a month with experienced drug addicts. Although it did not specify how such data were obtained: if it is from the words of the drivers, then it may not mean anything.

In any case, it’s unpleasant and three days is a decent time. If I don't confuse anything, then all this time the person will be diagnosed with drug intoxication. A person with a cannabis addiction - and these are those who behave adequately under the influence of marijuana (the previous effect is gone, hemp only gives a certain psychological tone, at the same time there is a gradual increase in the dose and the search for stronger options) will not be able to drive clean. Here you have to either sell the car, or tie it up. But few are capable of tying, although this is not consciously obvious to the addict.

Well, there are many unpleasant accidents in life. Some idiot will drive into a car and break his head in blood. Formally, this is an injury in an accident. And in such cases, even someone who, in general, does not arouse any suspicion in the inspector, may be sent for examination. Or someone will cross the road in the wrong place, and the driver will hit him. But it's one thing when a pure driver does it, and another thing when the driver is high. And no one will understand whether he used it today, yesterday or two days ago.

If there is no crime, then a mandatory registration with a narcologist follows (although it may be in different cities - this happens in different ways). You will need to be tested once a month and prove that you are leading a sober lifestyle. This will put an end to a military career (not to enter a military school), and, in general, security services.

Now there are no special problems to check a person whether he used a particular substance, in general, when or (well, at least for a very long time). So, technically speaking, nothing prevents candidates for certain positions or positions from punching through on the topic of their past. And who knows what laws and diagnostic methods we will have in 10 years from now. So a desire to try once can also lead to very unpleasant consequencesm. Although, maybe I'm exaggerating.

Based on the signs that you may have when communicating with the IDPS, when he stopped you, or during special operations (some special operation "Sober Driver"):

  • smell of alcohol from the mouth;

  • unstable posture;

  • speech impairment;

  • a sharp change in the color of the skin;

  • inappropriate behavior.

Before passing the medical examination, a protocol is drawn up for you to be removed from the vehicle, and then you go to some medical institution, where the necessary tests will be taken from you, that's all.
