Secondly, even when smoking something on Earth, there is a possibility of a fire, and even in zero gravity, when ash can scatter across the entire station, it will obviously not work to avoid a fire (unless, of course, you come up with a special space water manager). And thirdly, all cosmonauts must naturally be of sound mind (although it is known that Russian cosmonauts sometimes celebrated holidays with a glass of brandy, despite the fact that it is not included in the list of official products supplied to the ISS).
