I just saw this with my own eyes. I took some photos, unfortunately the pigeon was sitting on the next house, far enough away, so it turned out not very clearly. The dove is like a dove, only the wings and tail are multicolored like a parrot

No, it is impossible.
Giving viable offspring is sometimes obtained from closely related species belonging to the same genus. Less often - in individuals belonging to different genera within the family. But in both cases, the offspring can turn out to be sterile and tend to give in a series of generations more and more flawed offspring (if interested, read about the destruction of hybrids).

The dove belongs to the order of Dove-like, any parrot belongs to the order of Parrots. Orders are the largest taxa within the bird class. They are too far away to hope for success.
Such dissimilar species, as in your example, have different mating behavior, the structure of the genitals, they should not be of interest to each other in sexual terms. Well, let's forget about these factors, let's try to carry out artificial insemination. Other difficulties will arise, the main of which is the mismatch of chromosome sets. At this stage, the process should stop (not having time to start). Even if the number of chromosomes is the same, some of them will be so different in their properties that they will not be able to "recognize" each other and form pairs normally during division. Chromosomal abnormalities do not allow the embryo to grow normally, or lead to severe malformations, stillbirth. But this is more about crossings within the genus, that is, potentially possible. A parrot and a dove is a potentially impossible undertaking.
