No, this is expressly prohibited by the current Regulation on the awarding of academic degrees: "Persons with a higher medical education, confirmed by a specialist or master's diploma, are allowed to defend dissertations for the degree of Doctor of Science, Candidate of Science in Medical Sciences" (rg.ru) Similar conditions also apply to veterinarians and lawyers.

At the same time, no one bothers you to defend your thesis in economic sciences in the field of health management.

You can't. Earlier in medical schools they read the health organization (OZO). Now I do not know. Administrative physicians could defend a dissertation on health care management.
