Yes, as already mentioned above. I know someone who experienced overhydration at the age of 18. The case ended with vomiting, abundant release of water through the skin, eyes, etc. and cerebral edema. The man lay in the hospital for several weeks, and then recovered for almost six months. As a result of cerebral edema, his color perception changed.

Maybe. This is called hyperhydration, and occurs mainly with excessive consumption of fresh water. It is fraught with vomiting, accumulations of fluid where it is not necessary (edema of the brain, lungs, abdominal cavity, etc.), convulsions and death.
