Let's understand the terminology. It seems to be obvious what is meant by "women" and "men", but in reality it is not.

If we say that a woman is a person with a set of sex chromosomes XX (and a man, respectively - the one with XY), then at the moment of fertilization the resulting zygote already has a specific set of chromosomes, which does not change, and already at this moment the zygote is "boy", "girl" or something else in case of violations in this set (and there are about a dozen of these violations only viable options. Accordingly, it is no longer possible to classify these people as men or women precisely by chromosomes

Here, right off the bat:

* 45X, syndrome Shereshevsky - Turner
* 47XXX (women without phenotypic features, 75% have mental retardation of varying degrees, alalia. Often insufficient development of follicles in the ovaries, premature infertility and early menopause (observation of an endocrinologist is necessary). Carriers XXX are fertile, although the risk of spontaneous abortion and chromosomes ny disorders in their offspring are slightly increased in comparison with the average; frequency of manifestation 1: 700)
* 47XXY, Klinefelter's syndrome (men with some secondary female sex characteristics; infertile; testicles poorly developed, little facial hair, sometimes mammary glands develop; usually low level of mental development)
* 47XYY (tall men with different levels of mental development)

If we say that a woman is a man with female genitals, and a man with male genitals, respectively, then with some stretch we can say that yes, we are all girls up to a certain point. Another question is that there is not much sense in such a formulation, except perhaps to laugh.

The zygote begins its embryonic development immediately after fertilization. First, it is triggered by the signaling substances that were present in the cell initially, and why the genes in the embryo's genome begin to turn on and off we go. And until a certain moment we all develop the same way, and then at a certain stage the genes of the Y-chromosome (if any) are triggered, which "move the arrow" along the paths along which the development of the embryo "moves", leading it towards the formation of male sexual characteristics ... Here, too, there are various disorders (not only a change in the chromosome set), which can affect this development and lead to deviations of varying severity, up to people, in relation to whom we find it difficult to say what gender they are, if we try to rely on physiology.

For example: https://en.wikipedia.org/wiki/Syndrome_insensitivity_to_androgens

Genetically, we have a man, but physiologically he can look just like a woman or something in between.

All of the above should not be confused with transgender, these are completely different things.

If all embryos are originally girls, then all men were girls?

I think that the question is not very correct. Boys have XY chromosomes and girls have XX. (There are exceptions, but they are exceptions.) So an embryo with XX cannot become an embryo with XY and vice versa. Information about who the newly conceived child will be, a boy or a girl, is laid immediately after fertilization.

A outwardly the embryo develops as a female until about 3 months. Then, under the influence of the Y chromosome, he develops as a male. But it should be repeated that this happens if the embryo already initially has a Y chromosome.
