In Ukraine, each university has its own traditions. Usually, at the end of the university, at the presentation of the diploma, one person reads aloud (rector, dean), and the rest repeat. We, personally, were given booklets with the words of the oath, and we could spy on. The text is decently long, they do not force to learn from memory, but the moment is quite solemn. Of course, no papers or documents need to be signed and this is not recorded - who took the oath and who did not. More formality and then everyone acts according to their conscience.
