The deposition of fat in the chest area in men most likely indicates that you may have hormonal imbalance (lipomastia or gynecomastia). In any case, consult an endocrinologist and get tested for testosterone, estradiol and prolactin. Of course, chances are that this is just a feature of your body.
Acute fat removal, except by surgery, is impossible.

-see how much you eat per day, and prepare yourself the same amount of food or less and eat it often, but little by little. (during this period, I mostly ate only buckwheat and salads)
-to eat more salads
-to eat from a small plate (psychologically affects)
-spend more calories than you get, at least try
-not eat 4 hours before bedtime
