We do not have data to compare the learning rate of humans and animals, because it is based on neuroplasticity, and studies on a living brain are needed to assess neuroplasticity, which is difficult to organize in the case of humans, so there is no reason yet to assume that humans learn faster / slower behavior than animals. I lean towards the "slower" option because people's behavior is heavily controlled by rules, which makes us less sensitive to the immediate consequences of the behavior, so it takes longer for the person to discover that the behavior is no longer reinforced.
