It is possible, but indirectly. These machines don't burn as many calories as you would like. But the feeling of hunger and appetite after such a workout can be great. If you miscalculate your nutrition, you can (unconsciously) consume even more calories than you burn on the machine.
You can get fat only from doing the exercise with a spoon that brings food to your mouth. And the more food there is, the thicker the fat on the thighs will be. And from cardio or any other loads, the weight does not grow. If there are not enough of them, then it may remain the same, but it will not grow.
