I would not recommend doing this. I don’t have the feeling that this is in any way useful, but the fact remains that tea cigarettes do exist.
When our suppliers returned from their autumn expedition to China (we go to China for tea and tea utensils, and not for cigarettes) as a "prank" we were brought a pack of cigarettes, in which instead of tobacco there was a real Shen Puer. I tried. I did not like. But it is important to mention that I have never liked regular cigarettes either. An acquaintance of mine who smoked after such a cigarette was forced to smoke regular tobacco, as in his words “a tea cigarette does not saturate”.
Found a picture for you from the stories from that period. Visually, a tea cigarette is no different from an ordinary one. So it's all funny, but I urge you to drink tea, not smoke :)

You can. But why? You can smoke anything you want. Tea is relatively safe to smoke. The combustion products that you breathe in one way or another still harm your lungs. And you don't really get high ...
